Board of County Commissioners – November 15, 2022
Meeting Details: The Board of County Commissioners met at 9:30 am on November 15, 2022, at the Geauga County Administration Building, 12611 Ravenwood Drive, Chardon, OH 44024. This meeting was in-person only and there was no link to a recording.
Board Attendance: Commissioners Dvorak, Lennon and Spidalieri were present as were Clerk Christine Blair, Administrator Gerard Morgan and Finance Director Adrian Gorton.

The meeting began with the Pledge of Allegiance and a prayer led by Mr. Dvorak.
Minutes: The Commissioners approved minutes from September 20 and September 29, 2022. Observer Comment: As of November 15, 2022, minutes are posted on the BOCC website through September 13, 2022. Approved minutes may also be obtained through a public records request.
Administrator Report: Mr. Morgan reported that he took the following action since the prior meeting:

Department on Aging - on 11/8 approved hiring of part-time recreation and education assistant.

Chester Twp - on 11/9 and 11/14 concurred with Trustees’ decision to not request a public hearing re: liquor license for a business in their community.

Bainbridge Twp - on 11/14 concurred with Trustees’ decision to not request a public hearing re: liquor license for a business in their community.
Finance Director’s Report – Mr. Adrian Gorton reported that he took the following action, detailed in Resolution 22-186, since the prior meeting:

Common Pleas Court - cash transfer from General Fund to Court Technology; remainder of their 2022 funding

Coroner’s Office - $43,645 pd to Ganley Chevrolet of Aurora for a 2023 Chevy Tahoe. Old vehicle reused in another county dept

Emergency Services - $43,645 pd to Ganley Chevrolet of Aurora for a 2023 Chevy Tahoe; replaced a 2013 Chevy Impala.

Engineer’s Office - $107,098.29 to Eclipse Co LLC Asphalt Resurfacing of Washington Street Sections F-J

Job & Family Services - $38,876.46 to Junction Buick GMC for a 2022 GMC Acadia; replaced a 2016 Ford Escape that was sold at auction.

Mental Health & Recovery Services - cash transfer from Operating fund to the Capital Reserve Fund

Sheriff’s Office - $261,870 from the GF to Ganley Chevrolet of Aurora for 6 Chevy Tahoe replacement patrol vehicles; $87,290 from the Rotary Fund to Ganley Chevrolet of Aurora for 2 Chevy Tahoe replacement patrol vehicles.
Commissioners’ Action: during the meeting, Commissioners took the following action:
Executive Session - none
Public Comment - Patrick Holtz, a South Russell Village resident whose family also owns a business at 306 and Bell, discussed an on-going dispute with the South Russell Village Council over a village-installed sign that prevents customers from turning left into his business. He stated the change caused $700,000 of damage to their business. Per Mr. Holtz, no impact study was completed prior to the sign being installed on 12/9/2021. He has requested that the sign be removed and implied that the Village wants his property. Commissioners recommended he follow up with the Engineer’s Office to inquire further about legality of the sign.
Mr. Holtz also spoke about a village council project being pursued through the NOACA TIP program. He intends to also pursue remedy of his sign issue through the NOACA review process.
