Geauga County Commissioners

BOCC met on Tuesday, August 23, 2022, at 9:30 am at Geauga County Administration Building, 12811 Ravenwood Drive, Claridon.   This meeting was in person only and there was no link to a recording.
 

Commissioners Dvorak, Lennon and Spidalieri were all present. 

Also in attendance were Christine Blair, Commissioner’s Clerk, County Administrator Gerard Morgan and Finance Director Adrian Gorton.

Other members of County Government in attendance were in the public Adam Litke from Geauga Health District and Frank Antonucci, ADP

The meeting began with the Pledge of Allegiance and a prayer led by Mr. Dvorak.

Report from Gerard Morgan the County Administrator presented as approved:  

  • Unpaid leave for Office on Aging

  • a resignation in Transit with corresponding approval to change posting to add an additional person

Financials as presented by Mr. Adrian Gorton and approved:

  • Supplemental for Board of Elections payroll due to extra Primary

  • Travel for Job and Family Services for conference

  • Water Resources encumbrance to Junction Auto for a truck

  • Vouchers:  $16,074.48 for Bed tax to Bainbridge, Chester, Russell and Thompson Townships, Chardon City and Destination Geauga 

  • 43,090.29  To Hambden Twp for paving of Holly Dale and Chardon/Windsor Road

  • $47,370 to McPhillips Plumbers for Metzenbaum

BOCC approved the following:

  • The Auditor’s Office has requested the Board accept, execute and file the monthly Statement of County Finances for the months of March, April, May and June 2022, pursuant to O.R.C. 319.15.

  • The Treasurer’s Office has requested the Board accept, execute and file the monthly Statement of County Finances filed by the County Treasurer for the months of March, April, May and June 2022, pursuant to O.R.C. 319.15.

Stepping Up - BOCC approved resolution for Stepping Up to Reduce the Number of People with Mental Illnesses and Co-occurring Substance Use Disorders in Jails.


Berkshire Heights Residents – Sewer Tie- ins – The BOCC approved several measures that were required to implement the program to reimburse the Berkshire Heights Residents for sewer tie-in expenses up to a maximum of $8,000.  It was reported that most residents are having costs of $6,000. These funds are coming from ARPA and had to be made to comply with federal procedures:

  • Rescind the motion from June 28, 2022 that read: Approve and execute Resolution #22-121 Approving American Rescue Plan Act of 2021 Expenditure.

  • Approve and execute Resolution #22-156 Approving American Rescue Plan Act of 2021 Expenditure.

  • Waive the $25,000.00 limit on Blanket Encumbrances for the American Rescue Plan Fund (#2098) and permit the Auditor’s office to open Blankets up to a maximum amount of $150,000.00 in connection to the Berkshire Heights Subdivision service connections in order to help facilitate the payments to contractors for the installation and associated costs.

Executive Session: The Department of Development (Building) requested the Board move into Executive Session for the purpose of discussing the employment and compensation of a public employee. 


Following this executive session, the BOCC approved two motions from Dan Spada, Department of Development (Building):  One to change the pay grade for Assistant Chief Building Inspector from 15 to 16 and one to hire Dale Stephenbocker (sp?) for the position of Assistant Chief Building Inspector.


Executive Session – Commissioners moved into Executive Session for the purpose of discussing pending or imminent litigation.

Observer Note:  An attorney entered into this Session – Steven Funk.  His Linkedin Profile lists him as: Shareholder and Co-Chair of Appellate Law Practice Group, Roetzel & Andress, LPA.  It should be noted that ADP Board had sent out a press notice advising that they are seeking a mediated settlement with the Commissioners through a free program offered by the Ohio Supreme Court.  Prosecutor Flaiz is attempting to arrange for the mediation.


Following Executive Session - It was reported elsewhere that Mr. Steven Oluic, Director of Water Resources received a step increase.

Reviewer Note: Discussions in Executive Session must be limited to the purpose cited when making the motion to enter Executive Session. It is unclear whether the question of Mr. Oluic’s compensation was discussed during the Executive Session or was decided at a different time..
