ADP Board Addresses Concerns Over Operating System Software 

on New Server Installed at the New Courthouse


ADP Board Meeting - January 26, 2026


Meeting Details
: The Automatic Data Processing Board (ADP) held a Special Meeting beginning at 10:00 am on January 26, 2026 in the Geauga County Auditor’s Office Appraisal Conference Room at 231 Main St., Chardon, OH 44024. Virtual access was available via MS Teams, and the agenda was provided in advance. Members of the public may attend ADP meetings virtually via MS Teams by emailing an invitation request to Auditor’s Office Chief Operations Officer Pam McMahan at McMahan@geauga.oh.gov. This Observer attended via MS Teams.

Public Comment: ADP does not have a written public comment policy. In practice, public comment is solicited at the end of the meeting.

The Special meeting was called to order at 10:00 am by Mr. Antenucci.


Minutes:
None presented. 


The Board took the following actions:


DISCUSSED - A critical security concern involving the new server supporting the courthouse access, alarm and camera systems, which was installed with Windows IoT, an operating system that had reached its end-of-life in October 2025. The Board discussed the risks related to having expired software supporting critical security apparatus at the new courthouse and potential actions to address the issue. They determined that the following steps should be taken:

  • ADP staff will quickly obtain a Windows Server 2025 license

  • ADP will coordinate with the Sheriff’s IT staff to review the existing configuration 

  • Complete a full backup 

  • Wipe and reload the server with the updated operating system 

  • Restore the configuration, with the Sheriff’s team assisting in post-restore testing and adjustments. 

The Board emphasized urgency given the courthouse move timeline currently is scheduled to begin on February 2, 2026 and recognized the need to later determine contractual responsibility with the vendors involved in the order and installation of the server for the costs involved to address the issue.


APPROVED -  ADP “ZeroEyes” Gun Detection Auditor Location ($51,015) - Mr. Walder explained that this weapon detection software is funded by the Auditor’s Office since the Board of County Commissioners (BOCC) decided not to fund this several years ago. The ZeroEyes order included streaming for up to 95 cameras, and Mr. Antenucci explained that the coverage area included the entire Chardon Square government complex. Mr. Flaiz asked if this included what was needed for the new courthouse, and Mr. Antenucci responded that there is a plan to fully cover the new courthouse but he did not want to go into details regarding courthouse security in public session. Regarding the operation of the software, Mr. Antenucci explained that the Sheriff determines the alert routing when a weapon is detected. Ms. Brakey asked if the ZeroEyes cost could be seen to offset the cost of additional onsite law enforcement. Mr. Walder explained the functionality provided by ZeroEyes enhances overall security.

Regular Business
- The following  items were raised during Regular Business:


APPROVED -  Opus Bookeye Scanner ($58,782) - Ms. Murphy explained that this hardware allowed for book copying in color and would support archival digitization and historical preservation work. This equipment was a replacement for an existing scanner. Mr. Antenucci noted that it is standalone and not connected to the network after a review by DARC raised some security concerns.


APPROVED - Power BI Pro license ($240) -  Ms. Brakey asked why the free version of the Power BI would not suffice. Ms. Moisio explained that BI Pro software supports court data analysis and, importantly, enables the sharing of dashboards and datasets with judges and other authorized users.


APPROVED - Juvenile/Probate/Court of Common Pleas Annual MS365 G3 License Renewal ($22,032) - Mr. Antenucci explained that this is the annual Microsoft MS365 renewal license fee for the county courts.


APPROVED - Sheriff’s Annual MS365 G3 Licence Renewal ($66,096) - Mr. Antenucci explained that this is the annual Microsoft MS365 renewal license fee for the Sheriff’s Office.
