ADP Board Meeting - July 15, 2025
Meeting Details: The Automatic Data Processing Board (ADP) held a Special Meeting at 1:00 pm on July 15, 2025 in the Geauga County Auditor’s Office Appraisal Conference Room at 231 Main St., Chardon, OH 44024. Virtual access was available via MS Teams, and the agenda was provided in advance. Members of the public may attend ADP meetings virtually via MS Teams by emailing an invitation request to Auditor’s Office Chief Operations Officer Pam McMahan at PMcMahan@geauga.oh.gov. This Observer attended via MS Teams.
Public Comment: ADP does not have a written public comment policy. In practice, public comment is solicited at the end of the meeting.

The meeting was called to order at 1:00 pm by Mr. Antenucci.
Minutes: Minutes for the March 19, 2025 Special Meeting were approved.
The Board took the following actions:
APPROVED - ADP CARE Image Access, Inc. ($55,050) - Ms. Seragglio explained that the Opus Bookeye Scanner from Image Access, Inc. was replacing their current tool that was old and lacked key functionality, i.e., the ability to scan in color. The purchase included software and firmware to operate the new scanner. Observer Note: Firmware is specialized software embedded in hardware devices to control their operations.
APPROVED - Board of Developmental Disabilities (BODD) Riverside Insights USA - Mr. Antenucci explained that this agenda item was a follow-up to the discussion of the security concerns with the BODD’s Riverside Insights tool at the May 27, 2025 ADP Board meeting. At that meeting, the Board directed ADP to work with BODD to work with the vendor to find a solution to the security issue it identified during its review by its DARC (Department of Advanced Research and Cybersecurity). Mr. Antenucci reported that eventual communications with the vendor revealed that the software had mufti-factored authentication (MFA) functionality but it was not enabled at the time it was installed at BODD. The tool was up and running again at BODD by June 25, 2025.
APPROVED - Sheriff Brite ($55,296) - The Brite equipment will replace existing dash cams in the Sheriff Department’s cruisers and Sheriff personnel’s body cams and provide cloud-based storage of the video data.

APPROVED- Mr. Antenucci presented two ADP IT policies which were recently updated - Cybersecurity Policy and Acceptable Use Policy. In response to recent ransomware attacks against all levels of government across Ohio, Mr. Antenucci explained that a part of the budget bill recently signed by the Governor required all local governments, including townships, to have a cybersecurity policy in place before the end of the year. Under the new law, local governments must adopt a cybersecurity program that safeguards their data, information technology, and information technology resources to ensure availability, confidentiality, and integrity. The ADP team updated the Cybersecurity Policy to comply with the legislation, particularly in light of the increase in requests from Geauga County townships for ADP’s information technology services. ADP will have townships formally adopt ADP’s policies as a part of the service arrangement going forward.
The Acceptable Use policy was also deemed critical to update since it establishes clear guidelines for the acceptable and secure use of Geauga County’s information technology assets. The policy is designed to protect the confidentiality, integrity, and availability of County data and systems by defining appropriate user behavior and security practices.
Mr. Antenucci noted that all of ADP’s 30 policies will be reviewed and updated in the coming months.

DISCUSSED - Mr. Flaiz asked for an update on the Board of Elections (BOE) move to the Geauga County Office Building (GCOB). Mr. Antenucci gave an overview of ADP’s activities to assist the BOE with their move. Soon after the move was approved by the BOE at their July 2, 2025 Board meeting, ADP began to pull the technology from the 470 Center St. location and configure it at the GCOB. He explained that ADP’s work was about 80% to 90% complete but was subject to a review by the Secretary of State’s office. Mr. Antenucci commented on the “positive partnership” between the County Commissioners’ Office and the BOE to accomplish a smooth move and noted his appreciation for County Administrator Amy Bevan’s efforts.
Public Comment: Mr. Antenucci asked for any public comment/questions. This Observer complimented the ADP team and County representatives on their efforts to facilitate and complete the Board of Elections move.
The meeting was adjourned at 1:31 pm.
Next Meeting: The next meeting of the ADP Board is a Regular Meeting scheduled for September 9, 2025.
