ADP Board Approves Audio Visual Solution for 

New Courtrooms in the Courthouse Addition


ADP Board Meeting - June 18, 2025 


Meeting Details
: The Automatic Data Processing Board (ADP) held a Special Meeting at 1:00 pm on June 18, 2025  in the Geauga County Auditor’s Office Appraisal Conference Room at 231 Main St., Chardon, OH 44024. Virtual access was available via MS Teams, and the agenda was provided in advance. Members of the public may attend ADP meetings virtually via MS Teams by emailing an invitation request to Auditor’s Office Chief Operations Officer Pam McMahan at pmcmahan@gcauditor.com.  This Observer attended via MS Teams.

: ADP does not have a written public comment policy. In practice, public comment is solicited at the end of the meeting.

The meeting was called to order at 1:00 pm by Mr. Antenucci. 


Minutes: Minutes for the March 4, 2025 Regular Meeting were approved as amended. 

 

The Board took the following actions:


APPROVED - ADP expense list from February 2025 to April 2025 ($555,153). 


APPROVED - ADP equipment list for February 2025 to April 2025 ($2,229,145). 


APPROVED - Beincourt AV Solutions Proposals ($485,253) - Mr. Antenucci asked Mr. Kiser from Beincourt to highlight the differences in their current proposal for AV solutions for the courtrooms in the new courthouse addition from the previous proposal denied by the ADP Board at the May 27, 2025 Special Meeting. Observer Note: See a summary of this decision in the May 27, 2025 Special ADP Meeting LWVG Observer Report. Mr. Kiser noted the changes from the previous proposal included enhancements to the podium allowing for the display of evidence, cameras and monitors, extra controls to be available at the judge’s discretion, and document zoom capability among others. These changes addressed the specifications made by the County Prosecutor’s office. Mr. Kiser explained that the solution involved the use of NetGear switches which are currently not allowed on the County’s network since they are manufactured in China. Mr. Kiser explained that Cisco (the County’s supplier) no longer provides the switches needed in this configuration and that the switches would be ‘air gapped’ with no link to the internet. Observer Note: ‘Air-gapped’ refers to a security measure where a computer or network is physically isolated from unsecured systems and networks, including the internet. The isolation prevents unauthorized access and cyber threats by ensuring that the air-gapped system has no physical or wireless connection to other devices. The mechanism to do updates to the switches was discussed to ensure they could be done remotely without a network connection. The approval of the solution specifically included the requirement that there be no internet connection to these switches. 


Mr. Kiser was asked about the impact of the placement of tariffs by the federal government on goods sourced from outside the US. He explained that the proposal included equipment from China, Mexico, Vietnam, Canada and the US and that the amount of the proposal included Beincourt’s current pricing from their suppliers.


APPROVED - BOCC Request for Cameras and Card Readers ($53,118) - Mr. Antenucci and representatives from Infinity discussed the access control system needed for the new courthouse addition. The facility doors will involve 2 systems retained on one access server. The system controlling the main door will be consistent with the current system used. An estimated 110 cameras will be installed in the courthouse addition. It was noted that all cameras in the courthouse, the old courthouse and the new addition, will need to be checked to ensure the firmware is up to date. Observer Note: Firmware is specialized software embedded in hardware devices to control their operations.


APPROVED - Premise Solutions - The discussion of this agenda item included intrusion detection, video surveillance, public safety radio systems, and electronic safety and security system solutions. Final specifications and quotations from Premise were requested. This Observer asked what the total amount approved for these security related systems was, and Mr. Antenucci estimated the total to be between $200,000 to $400,000 depending on the number of new servers involved.


APPROVED -  Cisco EA (Enterprise Agreement) Networking/Umbrella Renewal ($325,108) - Mr. Antenucci explained that the Cisco software and maintenance agreement covered 5 years, the duration of which allowed ADP to save $15,000. Through Logicalis, the Cisco equipment and service provider, the agreement provides services for cloud storage and server design for the County’s networking environment.


APPROVED - Coroner’s Record Retention Policy - Ms. Murphy highlighted changes to the coroner's retention schedule.


Regular Business

  • DISCUSSED - Results of General IT Audit by Ohio State Auditor - Mr. Antenucci reviewed the results of the recent audit by the State Auditor’s office, noting that 3 recommendations were included in the management letter. Two of the findings were resolved with the recent enhancements made to New World, the County’s Enterprise Resource Planning (ERP) software. The more serious recommendation was explained by Mr. Antenucci to be the requirement for the delivery of cybersecurity training to all system end users. He reported the results of current efforts by ADP to provide this training which showed that between 10% and 15% of current users do not complete the requested training. The State Auditor recommended “an annoyance factor increase” to achieve 100% compliance.

  • APPROVED - Televisions for New Courthouse - Mr. Antenucci presented a display list of televisions for the new courthouse for approval with a cost of $33,500. He noted that many had been moved from other locations and will be consistent with the rest of the IT environment.

Public Comment: Mr. Antenucci asked for any public comment/questions. This Observer asked what the total approval value was for the Premise Solutions agenda item. Mr. Antenucci estimated the total to be between $200,000 and $400,000. See discussion above.
