Commissioners to Request Executive Session with Prosecutor 

Regarding Senior Center Contract Delay


Board of County Commissioners - June 25, 2024


Meeting Details:
The Board of County Commissioners (BOCC) met at 9:30 am on Tuesday, June 25, 2024 at the County Administration Building, 12611 Ravenwood Drive, Room B303, Chardon, OH. The meetings are in-person only and there are no recordings for the public.  An agenda is available in advance via request to the Commissioners’ Clerk and at the meeting.


Public Comment Policy:
Observer Comment: Commissioner Ralph Spidalieri announced at the end of the April 4, 2023 meeting that public comment would be permitted and that a more formal policy would be forthcoming.  There was no formal policy introduced today, but public comment was permitted. 


Attendance:
Present were Commissioners James Dvorak and Timothy Lennon. Mr. Spidalieri was absent. Also present were County Administrator Gerald Morgan, Assistant County Administrator Linda Burhenne, Finance Manager Adrian Gorton, and Commissioners' Clerk Christine Blair. 


County Representatives:
  Shane Hajjar, PE, Deputy Engineer; Caroline Mansfield, Treasurer’s Office;  Jessica Boalt, Director, Department on Aging; Elaine Malkamaki, Community and Economic Development; Nick Gorris, Director, Water Resources, and Matt Sieracki, Maintenance.


Others in Attendance:
Adam Litke, Administrator, Geauga Public Health; Carolyn Brakey, County Commissioner Candidate and Geauga Public Health Board member; Glen Vernick, Director, Maintenance; Gina Hofstetter, Director, Community Development; Representative from The State of Ohio Auditor’s Office; Tom Jones, Diane Jones, other members of the public, the press and this LWV observer.


The Pledge of Allegiance was recited and a prayer was offered by Mr. Dvorak.

Administrator’s Report


Mr. Morgan received approval for the following:

  • Department on Aging

    • Unpaid personal leave of absence for a full-time Information Referral Assistant

    • Hiring of a part time Education Assistant

  • Job Family Services - Acknowledged hiring for the following positions:

    • Social Service #2

    • Administrative Assistant

    • Clerical Specialist

Financial Report

Mr. Gorton received approval for the following:

  • Appropriation transfer to Sheriff’s Office for a County Risk Sharing Authority (CORSA) Check that was received and deposited into the General Fund

  • Travel requests from Engineer’s Office and Planning Commission

  • Then and Now from the Treasurer’s Office to M & J Tech Inc. for 10 computers that were not previously encumbered

  • Vouchers:

    • $767,511.30 to Ronyak Paving for asphalt resurfacing of Munn Rd and Bell St.

    • $43,407.00 to Tim Lally Chevrolet for a replacement patrol vehicle

  • Revenue Certification:

    • Mental Health for additional Block Grant money received

    • Water Resources for additional sewer tap in, penalties and reimbursement revenue

Mr. Gorton received a notice from the Auditor’s Office that the bills from the Veterans’ Office are now required to go through the Financial session with the Commissioners. Mr. Gorton presented vouchers in the amount of $2,598.00.


The County Engineer’s Office
received approval for the following:

  • To execute the Unit Price Contract with Cole Burton Contractors, LLC, for the Asphalt Resurfacing of Various Roads including Ravenwood Drive (CH-0604, Sections A-B) and Merritt Road (CH-0605, Section A) in Claridon and Munson Townships in the amount of $828,828.00.

  • Authorizing James W. Dvorak, Board Member of the Geauga County Board of Commissioners and Chief Executive Officer for Ohio Public Works Commission (OPWC) Projects to electronically execute and submit the Project Grant / Loan Agreement, Resurfacing Project for Auburn Road in Munson and Newbury Townships, Chardon Windsor Road in Hambden and Claridon Townships and Sperry Road bridge replacement project in Chester Township.

The Treasurer’s Office received approval for the following:

  • To establish Tuesday, September 10, 2024 as the meeting date for which it will designate its public depositories for the next succeeding four-year period, commencing October 12, 2024 through October 11, 2028, pursuant to O.R.C. 135.33(A).

  • To establish Friday, August 30, 2024 at 4:00 p.m. as the last date and time fixed on which eligible institutions may submit applications to the Board to be public depositories for active moneys for the next succeeding four-year period commencing October 12, 2024 through October 11, 2028, pursuant to O.R.C. 135.33(B).

The Department on Aging received approval to accept the revised Letter of Resignation from David Craig, Recreation and Education Coordinator, extending his resignation from July 5, 2024 to July 26, 2024.


The Department of Community and Economic Development received approval to execute Resolution #24-132 Authorizing Geauga County to Enter into the Economic Development Revolving Loan Fund Administration Agreement with the State of Ohio, Development Services Agency and further approve and authorize the Vice President of the Board of Commissioners to execute the State of Ohio, Community Development Block Grant Program, Revolving Loan Fund Administration Agreement for the period January 1, 2024 through December 31, 2026.


The Maintenance Department received approval for the following:

  • To execute the service Contract Agreement with Cable Communications, Inc., to install CCTV cameras at the Geauga County Administrative Building at the Board of Elections locations, effective June 25, 2024 and shall be completed within ninety (90) days in an amount not to exceed $40,000.00.

Mr. Lennon asked if the Board of Elections had signed off on this agreement. Mr. Vernick assured them that all parties (Board of Elections and ADP) are aware.

  • To execute the service Contract Agreement with Geauga Mechanical Company to replace the expansion tank and associated pressure control devices on the Boiler at the Geauga County Safety Center, effective June 25, 2024 and shall be completed within sixty (60) days in an amount not to exceed $13,000.00.

  • To execute the service Contract Agreement with Ell-Con Group Inc., d.b.a. Elliott Carpet and Upholstery Cleaning, to perform carpet cleaning services in Geauga County Buildings and Safety Center for the period July 1, 2024 through July 1, 2026 in an amount not to exceed $10,000.00.

Mr. Dvorak inquired as to the installation of the voting box in front of the building. Mr. Sieracki stated that he had met the contractor this morning, and it will have to be approved by the Board of Commissioners. After this approval is given, then they will get it scheduled.


The Department of Water Resources
received approval to execute the service Contract Agreement with Cable Communications, Inc., to perform installation of replacement fiber that will connect to the existing fiber network and provide a more secure signal. This is for a one-year period, effective June 25, 2024 in an amount not to exceed $35,000.00.


The Commissioners’ Office
authorized the President of the Board to execute the Request for Partial Payment #9 for Infinity Construction Company, Inc., for the Geauga County Courthouse Expansion Project, GMP #1 and GMP #2 expenses in the amount of $539,047.70.


The Commissioners’ Office
appointed Adrian Gorton, Tim Snyder, and Gerry Morgan to the Burton, Parkman and Troy Community Reinvestment Areas (CRA) Housing Council for a term ending December 31, 2026.


The Commissioners’ Office
appointed Adrian Gorton, Tim Snyder and Gery Morgan to the Burton, Parkman and Troy Tax Incentive Review Council (TIRC)for a term ending December 31, 2026.


Items not on Agenda:


Mr. Morgan received a response from Portage County regarding withdrawal from the agreement that the county has with Portage County Juvenile Detention Center. Portage County said that they are not prepared to accept the deadline of June 30th from Geauga County.  They are asking for an extension to the end of July. Portage County will need the extra time to make the necessary financial arrangements. Mr. Morgan is working on scheduling a joint meeting with the two counties. A motion was approved to move the deadline to July 31, 2024.


Mr. Lennon questioned the holdup on the contract for the purchase of the Department of Aging building. Mr. Lennon stated that the Prosecutor has not signed off on the agreement, and he then  suggested that they request an executive session with the Prosecutor to understand the issue with the contract. A motion was approved for an executive session.


Mr. Dvorak recognized Ms. Derlick, Regional Liaison, from the State Auditor's Office.
